Last week Panama City homes, businesses and its high school were destroyed by Hurricane Michael. While FEMA and several states are still working out Hurricane Florence recovery funding, Congress passed the Disaster Recovery Reform Act of 2018. FEMA recovery funds will require a set aside for investments in community and infrastructure resilience. There is much for affected cities and residents to do as they address the loss of human life and move into service contingency and recovery operations.
